Rates and conditions
As a result of the Corona crisis, a measure has been adopted by the Dutch government whereby the Ministry of Infrastructure and Water Management will be responsible for covering the fixed usage rate for a period of 8 months. As a result, during this period, the fixed usage rate component on the bill will be zero for the fiscal months of May through December. From May 1st, 2020 to December 31st, 2020, the rate for Pagabon is equal to the variable usage rate that applies to non-Pagabon customers. If the expectation of the period in which the measure applies is changed, WEB will inform accordingly.
From January 1st 2020 , a new rate is applied for electricity and drinking water. What does that mean for you?

Periodic electricity rates
The fixed usage rate is reduced to USD 26.18 per month. The variable usage rate is reduced to USD 0.2225 per kWh.
For customers with delivery based on Pagabon the rate is reduced to USD 0.3331 per kWh.
Periodic drinking water rates
The fixed usage rate for drinking water increased to USD 7.08 . The variable usage rate was lowered to USD 3.768 per m3.
For customers with delivery via the water truck, the rate is reduced to USD 4.513 per m3.
The new periodic rate for electricity is applied to the invoice from February onwards (with a start date for consumption in January and an end date in february). For Pagabon, the new rate is immediately visible from January 1st 2020.
One-off connection rates (*) electricity and drinking water
The connection are set at :
Drinking water (standard connection up to ½”)
• $1,082.44 for a standard connection up to 25 meters
Electricity (standard connection up to 3×35 Ampere)
• $1,589.87 for a standard connection up to 25 meters
Connections over 25 meters
For a connection length greater than 25 meters, a contribution based on calculations of the actual expected costs applies.
For connections with a length up to 25 meters, the new rates from January ,1st 2020 apply to all requested and not yet realized connections as well as new applications. For connections with a length over 25 meters the new rates are effective for connections that will be realized from January ,1st 2020.
(*) One-off connection rates apply, for example, to the construction of a new home.
These rates apply from January 1st 2020 to all requested and not yet realized connections and to new applications. The rates apply per plot of land and are applicable to the standard connections.
Connections that do not comply with the specifications for a standard connection are considered to be projects. For projects, WEB uses an application procedure to calculate the costs for the connection. If an application is not justified from an economic perspective, WEB may decide not to process the application.
The reconnection rates for electricity and drinking water were set at $40.00 per reconnection by the ACM on 1st July 2017.
According to the BES Electricity and Drinking Water Act (2016) the Authority for Consumers and Markets (ACM) sets the maximum rates for the production and distribution of electricity and drinking water on Bonaire.
In order to ensure that the rates on Bonaire remain affordable, a subsidy has been granted.
These new rates have been determined by the Netherlands Authority for Consumers and Markets (Autoriteit Consument en Markt, ACM). The ACM has set the maximum rates for production and distribution of electricity and drinking water on Bonaire. The new rates are based on the new BES Electricity and Drinking Water Act of 2016. In order to ensure that the rates on Bonaire remain affordable, a subsidy has been granted for drinking water by the Ministry of Infrastructure and Water Management (I&W), a similar subsidy has been granted for electricity by the Ministry of Economic Affairs and Climate (EZK).
