Kralendijk, 21 November 2025 – The utility companies of the BES islands (Bonaire, St. Eustatius, and Saba) and the CAS islands (Curaçao, Aruba, and St. Maarten) have signed a letter of intent for collaboration. This marks an important step toward strengthened regional cooperation within the Caribbean utilities sector.
On 20 and 21 November 2025, the participating organizations met with each other. This gathering marks the official launch of a new semiannual event in which the utilities will discuss current developments, challenges, and strategic opportunities, including:
• Joint Procurement
• Innovation
• Technological Developments
• Knowledge Sharing & Workforce Development
• Regional Developments
This first edition was facilitated by Water- en Energiebedrijf Bonaire N.V. (WEB). In addition to the formal sessions, there was also room for informal interaction. Participants were given a tour of the operational facilities, including the wastewater treatment plant (RWZI) and the drinking water production facility, where they gained valuable insights into Bonaire’s water and energy systems.
With the signing of this letter of intent, the utility companies of the BES and CAS islands take an important step toward deeper collaboration, knowledge exchange, and joint innovation. The partnership forms a solid foundation for a more resilient, future-oriented, and better-connected regional network.
